Dennis Horn’s and Mayor Anthony Selvaggi’s comments (Nov. 9) on my approach for improved air safety in the Los Angeles Basin (Oct. 26) provide a great deal of insight into the very heart of the safety problem--our inability to develop any serious long-term regional aviation plan for the basin.

They each point out a number of valid and important concerns that would have to be addressed in implementing any approach. I never said it would be easy.

We must recognize that air safety will not just happen with more technology and regulations. There are a finite number of aviation facilities in the basin (we’re sure not going to build anymore), and we must find a way to use them to most benefit the public.

It’s not an issue that can be left to individual communities. We need a regional aviation planning commission made up of federal, state, county and city officials and of private individuals like me to make it happen--just like the South Coast Air Quality Management District was finally needed to effectively address air pollution.
