Christy Campbell Walters announced that she will resign Jan. 31 as director of the state Department of Commerce. Walters, appointed in March, 1983, by Gov. George Deukmejian, gave no reason for her decision. A spokesman for the governor said she is leaving for “personal reasons,” related to spending more time with her new baby.
