U.S. District Judge B. Avant Edenfield approved a $181-million plan to desegregate the Savannah, Ga., area public schools by 1992 while reducing busing by building new schools. Under the plan, the school board would close 18 schools, build six schools and renovate remaining structures, all with the aim of having most students attend schools near their homes. The plan would use magnet schools, which offer specialized curricula to attract students from around the county.
