Rep. Jack Kemp (R-N.Y.) will formally open his campaign for the 1988 Republican presidential nomination April 6 with press conferences in Washington, Buffalo, N.Y., New Hampshire and Iowa, where GOP convention delegates will be chosen early next year, his spokesman said. Kemp, 51, will relinquish his chairmanship of the House Republican Caucus, spokesman John Buckley said. Kemp said Friday he was giving up his assignment as ranking Republican on the House Appropriations subcommittee on foreign operations.
