A voter-approved moratorium on large-scale development in Walnut Creek was overturned by a judge who said the measure is inconsistent with the city’s general plan. Contra Costa Superior Court Judge Richard Patsey struck down Proposition H, a November, 1985, measure that halted major commercial and residential development until traffic at more than 50 downtown intersections is brought under control. Local newspaper publisher Dean Lesher filed suit to invalidate the initiative, saying growth could not be halted “without destroying business and the opportunity of our children and grandchildren to live and develop within the community. . . .” But Mayor Pro Tem Ed Skoog and Councilwoman Evelyn Munn said the ruling must be appealed.
