Israeli Foreign Minister Shimon Peres called for the formation of an international organization to coordinate the fight against terrorism. In a taped message, Peres told a Washington conference that counterterrorism efforts should include diplomacy, legal measures such as extradition and sanctions and military action. Although he made no specific reference to the controversy surrounding the U.S. arms-for-hostages deal with Iran, Peres noted that “the strategic objective of combatting terrorism may come into conflict with democracy’s highest moral imperative--the dignity of the life of the individual.”
