A Harris County, Tex., grand jury declined to indict Terry G. Rouse of the Houston area for possessing cocaine after she was arrested during a Dec. 2 television program anchored by Geraldo Rivera. Assistant Dist. Atty. Jim Moseley said the panel chose not to indict Rouse on Tuesday after hearing testimony from three sheriff’s deputies and seeing a videotape of her arrest. She still faces charges stemming from a second arrest last week on indictments issued against her and eight others by a separate grand jury.
