Governor Appoints Librarian and Attorney to State Boards
An Orange County librarian and a Newport Beach attorney were appointed Wednesday by Gov. George Deukmejian to serve on state boards for the arts and the mentally disabled.
Deukmejian named Elizabeth Martinez-Smith to the board of trustees of the California State Summer School for the Arts. He appointed John C. Kellogg to the board of Protection and Advocacy Inc., which monitors state services to the mentally disabled.
Martinez-Smith, 44, has been county librarian for the Orange County public library system since 1979. Before that, she worked for six years at the Los Angeles County public library. She is a member of the American Library Assn. and the California Library Assn. and has a master’s degree from USC.
Kellogg, 28, graduated from USC before attending Loyola Law School. A resident of Cypress, he has been practicing law in Orange County since 1984. Kellogg has been active in Republican Party politics, working in campaigns for Rep. Robert K. Dornan (R-Garden Grove) and Assemblywoman Doris Allen (R-Cypress).
