No charges will be filed against Tent City II organizer Ted Hayes and two other homeless people who were arrested on Jan. 6 when they allegedly scuffled with state police trying to clear the temporary shelter in the Civic Center, the Los Angeles city attorney’s office said. Deputy City Atty. Alice Hand said the charges were not filed “in the interests of justice.” She noted that the incident occurred during a rainstorm, when Hayes and numerous other people were in the tent despite a temporary agreement that no more than three people be inside until lapsed insurance coverage could be reinstated. Hayes, 35, admitted that he told about 75 people to go into the tent because it was raining and there was food inside. Arrested with Hayes were Frank Robinson, 32, and Suzie Faarua, 19.
