Public-TV station WNET-TV in New York has scheduled a controversial documentary about the making of the anti-apartheid “Sun City” LP and video. “The Making of ‘Sun City’, “ which won the International Documentary Assn.’s top prize last year, was rejected by the Public Broadcasting Service late last year when network officials called it “pseudo-propaganda” overtly opposing the Reagan Administration’s policy of “constructive engagement” with the South African government. Some PBS stations aired the program, but WNET is the first major public station to agree to broadcast it. It airs Feb. 26.
