A Superior Court judge Wednesday revoked Ed Neal’s probation after the former Vista councilman admitted he had failed to meet conditions of a plea bargain reached last year.

In a brief hearing before Judge J. Richard Haden, Neal conceded he has failed to perform 200 hours of community service work and did not pay a fine of $1,000 by a Nov. 1 deadline. He offered no excuses for his non-compliance.

Haden requested a probation report on Neal and set March 18 as the date for a hearing to determine possible additional penalties for the former official. Neal faces a maximum sentence of one year in jail plus a $1,000 fine, deputy Dist. Atty. Allan J. Preckel said.

Neal resigned from office last April after agreeing to plead guilty to a misdemeanor for billing the city $450 for his girlfriend’s air fare to Washington, where the couple attended a White House luncheon with President Reagan for Republicans who used to be Democrats.

The former councilman also has had legal problems in Arizona, where he owns a mobile home. In November, Neal was convicted of two counts of false imprisonment after a fight he had with two men.

Preckel declined to say what penalty prosecutors would recommend at the March sentencing. He said that while Neal did pay his fine on Jan. 23 there is no evidence he “ever attempted to perform any volunteer work.”
