A landlord accused of 22 code violations at a downtown apartment building was convicted Tuesday of all counts, the city attorney’s office said. Prosecutors said they would seek a jail sentence for William Burkhalter, 54, when he is sentenced March 3 for violations at the 63-unit building at 1723 West 9th St. “I think Mr. Burkhalter’s attitude on the witness stand showed total contempt for . . . these health codes that are designed to protect people from adverse living conditions,” said Deputy City Atty. Abraham Khan. Khan said violations of the county Health Code and the Municipal Code included rat, mouse and cockroach infestation, damaged walls, floors and ceilings, boarded exit windows, a leaking roof and defective plumbing. Burkhalter faces a maximum sentence of 11 years in jail and a $22,000 fine, Khan said.
