House Sets Vote on Speed Limit

WASHINGTON —
House leaders agreed today to allow a floor vote March 18 on whether to let states raise speed limits to 65 m.p.h., a concession to Western lawmakers that should provide a major boost to the stalled highway and mass transit bill.
A logjam was broken when Rep. James J. Howard (D-N.J.) agreed to separate the speed-limit provision from the compromise, multibillion-dollar highway bill, on which House and Senate conferees have been working since last month.
