The California Public Utilities Commission voted 3-1 to review part of its recent ruling that shareholders, not customers, of Southern California Edison and San Diego Gas & Electric must absorb $345 million of the $4.5 billion cost of building the San Onofre nuclear plant. The utilities had asked for a rehearing on the ruling, which was based on alleged poor management of the 14-year construction project. The utilities asked for a rehearing, but the PUC limited the rehearing to about $102 million of the $345 million. Most of the review will cover the way the PUC calculated certain cost overruns.
