Strict new reporting requirements on sales of four chemicals commonly used in the illegal production of methamphetamine, or speed, were signed into law Tuesday by Gov. George Deukmejian.

The bill, authored by Assemblywoman Lucy Killea (D-San Diego), includes ephedrine and three other chemicals on a list of 15 already classified as “reportable substances” under a law that will take effect April 1.

The new law will require sellers of the chemicals to report transactions to the state Justice Department at least 21 days before delivery. The bill exempts over-the-counter and prescription drug manufacturers from the reporting requirements.
