A proposal to prohibit transfers of campaign contributions from one candidate to another was quickly killed, on a 1-3 vote, by the state Senate Elections Committee, despite claims from its author that current widespread use of transfers is “scandalous, is embarrassing, is dishonest.” The bill by Sen. Wadie P. Deddeh (D-Chula Vista) would have prohibited loans and transfers of campaign funds between any state or local officeholder, candidates or committees supporting or controlled by candidates or incumbent officeholders. Legislators routinely give contributions they have received to political caucus leaders, who dole out the money to candidates facing tough election races who could not raise enough money on their own to win.
