The Federal Communications Commission review board, in a rare move Thursday, recommended that a Fredonia, N.Y., radio station’s license be revoked. The board accused WBUZ-AM owner Harry Serafin of racial discrimination and repeated violation of FCC rules. The board said Serafin discriminated against a black woman who applied for a secretarial job and repeatedly refused to make the station’s public file (containing FCC documents and citizens’ complaints) available to the public. Serafin denied both charges at his hearing. If no appeal is filed within 30 days, WBUZ’s license would be revoked automatically, said James McKinney, chief of the FCC’s mass media bureau, who noted that the FCC rarely revokes station licenses.
