Titel, 37, an executive with the Automobile Club of Southern California, was elected to the council in 1984. His term expires in 1988.

Titel, who took over the mayoral post from Councilman Robert Wagner, said his goals for the coming year are “to do what we can to have a more secure financial picture . . . and to encourage more economic development in the city.”
