Officer William Schwartz of the Simi Valley Police Department has been selected 1987 Officer of the Year by his peers for outstanding service to the community. Schwartz has been with the department since 1971, almost from its inception, and has worked as a patrol officer, a detective and an administrator. Last year, he received the Medal of Merit from the Ventura County Peace Officers Assn. and the Medal of Valor from the California State Fireman’s Assn. Both were awarded for the rescue of members of a Simi Valley family whose house was filled with carbon monoxide from a gas-heater malfunction.

The Westlake Village Women’s Club received 12 awards at the state convention of the California Federation of Women’s Club, held in Long Beach earlier this month. Among them was first place for fund-raising efforts to establish a library within the community. The library is under construction. Other awards were given for the club’s crime-prevention programs; the Quiet Dreams Foundation, a program for the terminally ill, and its commitment to the boys cottages of Camarillo State Hospital.
