The University of California, Riverside, has joined the quest for the Ronald Reagan presidential library, but it has made its bid contingent on an assurance that researchers will be guaranteed adequate access to presidential documents. Jack R. Chappell, director of university relations at Riverside, said that whether historians can use the Reagan papers would be one “area of caution” for officials at the campus. UC Riverside officials said they were attracted by the prospect of an estimated 10,000 visitors a day to a facility that would serve as an international research and forum site.
