Seal Beach Police Chief to Quit
Seal Beach Police Chief Stacy Picascia, whose officers were to fill out a survey evaluating his administration, said today that he has taken medical leave and that job-related stress will force him to retire. He is 43.
Most of his officers never knew he had been taking blood-pressure medication for 4 1/2 years, Picascia said. Dean Zanone, vice president of the Police Officers’ Assn., said the force’s morale has been sagging. Complaints included poor communication with management and between the department’s divisions, and excessive overtime that often exceeds 100 hours a month, Zanone said.
