District of Columbia statehood advocates unveiled a 51-star flag and re-created the Boston Tea Party by dumping tea into the Anacostia River to protest what they call the district’s lack of full congressional representation. District congressional delegate Walter E. Fauntroy, who cannot vote on the House floor, and Sen. Edward M. Kennedy (D-Mass.) are sponsoring legislation to make the district the state of New Columbia. The bill has more than 100 co-sponsors in the House.
