The San Diego Planning Commission on Thursday voted to accept recommendations for a proposed interim ordinance to drastically reduce the number of residential units that could be built in the city within the next year.

The measure, forwarded by a citizens task force appointed by Mayor Maureen O’Connor to study the rate of the city’s growth, would attempt to control development by putting a cap on the number of units that could be built in each neighborhood.

Planning commission members said Thursday they had insufficient time to study the complicated ordinance, but voted to simply accept--and not endorse--the measure. They also voted to express concerns that the measure be changed to protect the legal rights of developers with final approvals to build, as well as hillsides threatened by development.

The measure now goes to the City Council for consideration in a special Monday night meeting at Golden Hall. Developers have vowed to oppose it.
