The mother of a 23-year-old man who hanged himself in his cell in the psychiatric observation section of Los Angeles County’s Men’s Central Jail filed a $10-million lawsuit Wednesday against the county and several jail administrators, claiming that jail supervisors failed to take adequate precautions to protect her psychologically ill son.

Frank Ponce of El Monte, who was in custody on a minor narcotics charge, hanged himself from a bar in his cell Feb. 20, using a blanket.
