Felony charges were filed against two men who were arrested on suspicion of stealing Dist. Atty. Ira Reiner’s county car and of kidnaping and robbing his bodyguard. The state attorney general’s office also filed charges against a third man who is being sought. Prosecutors declined to identify that suspect. Victor Manuel Lopez, 20, and Arturo Samaniego, 35, arrested in a downtown bar last week, were charged with one count each of kidnaping for robbery, robbery, grand theft auto and assault with a firearm on a peace officer.
