2nd Simi Officer Is Accused of Molesting Explorer Scout, 16

A second Simi Valley police officer was charged Tuesday with sexually molesting a 16-year-old girl Explorer Scout, authorities said.

Detective Allen Walter, 32, who investigated sex crimes and child abuse, is accused of molesting the Scout on 16 occasions from December, 1985, to April of this year, Ventura County Deputy Dist. Atty. Charles W. Campbell Jr. said.

The charges include unlawfully engaging in oral and vaginal sex with a minor and showing X-rated videotapes to her on at least 13 occasions, Campbell said.

The Simi Valley Explorer Scouts group helps with police work and clerical duties to gain career information. Explorer Scouts are a division of the Boy Scouts of America.

Ventura County prosecutors have charged another officer, Timothy D. Campbell, with molesting the same Scout, who turned 17 last September, a single time in December, 1985. That officer, who is awaiting trial in September on one count of sexual battery, was fired after the allegations surfaced in April.

2 More Investigated

Two more Simi Valley police officers remain the subjects of an internal investigation by the Police Department into possibly “inappropriate conduct” involving the same Scout, Simi Valley Police Lt. Rick Ter Borch said.

Walter, a nine-year veteran of the Police Department, is on a paid leave that began earlier this month, Ter Borch said.

City Intends to Fire Officer

The City of Simi Valley notified Walter on Tuesday that it intends to fire him, said George Pechota, personnel administrator for the city. Walter now has five days to respond to the disciplinary proceedings, and may eventually appeal the Police Department’s decision to the city manager, he said.

Neither Walter nor his attorney could be reached Tuesday for comment.

Walter is scheduled to be arraigned Wednesday in Ventura Municipal Court, prosecutor Campbell said.

In the Walter case, some of the alleged liaisons purportedly took place in the officer’s home when his wife was not there, the prosecutor said.

The Scout did not report the sexual relationship with Walter until a few weeks ago, after testifying against former officer Campbell at a preliminary hearing, the prosecutor said. The cases appear to be unrelated, he said.

Charges stemming from the alleged showing of X-rated tapes are misdemeanors; all other charges against Walter are felonies, the prosecutor said. If convicted of the charges, Walter would face a maximum of six years in prison, he said.
