A man accused of kidnaping two Reno-area teen-agers and strangling their chaperones was ordered bound over for arraignment after a 2 1/2-day closed hearing in Lake Valley Justice Court at South Lake Tahoe. Herbert James Coddington, 28, was bound over for July 8 Superior Court arraignment on two murder charges with specifications that could lead to the death penalty. He was remanded to El Dorado County Jail without bail. Investigators said Coddington lured a 12-year-old Sparks girl and a 14-year-old Reno girl and chaperones Maybelle (Mabs) Martin, 69, and Dorothy (Dottie) Walsh, 67, to his South Lake Tahoe mobile home, where he strangled the older women and sexually assaulted the girls.
