Lakewood : ZUM Rates Being Studied

Lakewood city officials and General Telephone Co. representatives are inching their way toward settlement of telephone calling boundaries, but it could take a few more study sessions before an agreement is reached, according to city officials.

The City Council met with GTE representatives Tuesday night in the second of what could be several meetings this summer to discuss Zone Usage Measurement (ZUM) boundaries. ZUM is a way to figure charges for telephone calls outside a customer’s local calling area. Under a plan proposed by GTE in June, 1986, it would cost some Lakewood residents a toll charge to call their own City Hall and Long Beach.

Lakewood is divided into four exchanges: the Norwalk, Lakewood, Long Beach and Compton exchanges. The City Council asked GTE to study the feasibility of merging the Norwalk and Lakewood exchanges, said Sandi Ruyle, assistant to the city administrator. But GTE officials said they would not recommend that plan to the Public Utilities Commission because the exchange would be too large.

A mail survey on calling boundary changes will be sent to 70,000 customers in Lakewood, Artesia, Bellflower, Cerritos and a small portion of Norwalk.
