Nigeria’s military government will hand over power to an elected civilian administration in 1992, two years later than originally promised, Maj. Gen. Ibrahim Babangida, the country’s president, announced in a television address. Babangida, who seized power in an Aug. 27, 1985, barracks coup, had promised a return to civilian rule by 1990, but two panels set up to study the move suggested prolonging the transition to ensure political stability.
