The state Court of Appeal rejected an effort by the Southern California Rapid Transit District to short-circuit legal challenges to a special tax that is to help fund Metro Rail construction. The court denied an urgency motion by the RTD to validate its plans to sell $130 million in bonds and repay them with a 20-year levy on properties near the Central City and MacArthur Park stations. The legality of the tax, which a group of downtown property owners claims is unconstitutional, will have to be decided in a lower court proceeding, officials said. Opponents of the tax claimed an important victory.
