Rapist Guilty in Crime Rampage Gets 2 Prison Terms

A South Los Angeles man convicted of a series of violent rapes, kidnapings, robberies and burglaries has been sentenced to 60 years plus a life term in state prison.

In sentencing Reginald Haley, 27, Los Angeles Superior Court Judge Dion Morrow emphasized Friday that the crimes were “cruel, vicious and excessive” in nature.

While Haley was convicted of 20 felony counts, police believe that the late 1984 arrests of Haley, his brother, Kevin, 24, and a third suspect cleared about 700 such cases centered primarily in the Westside and Wilshire areas, according to a county probation report.

Under the 60-year prison term, Haley would ordinarily be eligible for parole after serving 30 years. However, since he also received a life term, the state Board of Prison Terms could decide to deny parole to him for the rest of his life.

Deputy Dist. Atty. Sterling E. Norris, who appeared at the sentencing, said afterward that Haley’s “string of crimes created so much terror and havoc on the streets of Los Angeles he should never be released again.”

During the hearing, two victims of Haley’s attacks poignantly pleaded with Morrow to give the 1977 Fairfax High School graduate and one-time fast food restaurant cook a long sentence.

A 43-year-old woman who had been sexually assaulted in her residence in 1982 said she had suffered more than the permanent thumb and leg injuries that Haley was convicted of inflicting upon her.

“I never even liked violence in Tom and Jerry cartoons,” the woman declared. “And yet now I have Rambo dreams ever night. . . . I hope Reginald Haley will never get out of jail.”
