Ventura County’s 4,000 government employees have scheduled a strike Tuesday after failing to reach an agreement with county representatives, union officials said. But county officials said Fire Department, Sheriff’s Department and certain health-care workers will not go out on strike and that “some degree” of other county services will be maintained during a strike.
