Local News in Brief : New EIR on Stadium Plan

Hoping to get its Raiders stadium project back on track, the Irwindale City Council voted Wednesday night to supplement a 10-year-old environmental impact report rather than do a new one.

In a 5-0 vote, the council agreed with the recommendation of Irwindale redevelopment attorney Michael Montgomery to supplement an EIR completed in 1976.

Montgomery said he believed that the supplemental report will satisfy Los Angeles Superior Court Judge Richardo A. Torres, who enjoined Irwindale city officials from proceeding on the stadium project until an EIR is completed.

By supplementing the old report on proposed redevelopment in the city with a study on the planned 65,000-seat stadium’s impact on traffic, vegetation and wildlife in the area, the city hopes to speed up the process and complete the EIR to Torres’ satisfaction by the end of the year.

Montgomery said that only after completing such a study could the city begin to resell $90 million in bonds needed to finance the stadium and renew negotiations with the county and federal government over adjacent land needed for parking.

Raiders managing general partner Al Davis decided to move the National Football League team to the San Gabriel Valley city for the 1990 season after negotiations with the Los Angeles Memorial Coliseum Commission broke down over proposed luxury boxes.
