Directors of the Bay Area Rapid Transit District had a lukewarm response to a suggestion that buses and subways in the San Francisco area give discount fares to AIDS patients. BART said it would be hurt economically by the proposal, part of a package presented by the Regional Transit Assn., an organization of transit companies and districts that can decide discounts if transportation systems agree. Changing the requirements for mental disability and adding acquired immune deficiency syndrome patients to the discount list would cost so much it could force BART to eliminate discounts altogether, BART Director Nello Bianco said.
