The International Olympic Committee made what it called its final offer to North Korea and said that it is up to the North Koreans whether they want to participate in the 1988 Games at Seoul, South Kore.

North Korea has demanded to be made a full co-host of the Games with South Korea. The IOC offered a compromise in June that included the right to play host to five events. South Korea accepted the compromise, the North has not.
