Jewish nationalists from around the world are expected to reassess the goals of Zionism during the five-day 31st World Zionist Congress, which opened in Jerusalem on Sunday. Having fulfilled their first aim--the creation of a Jewish state in Palestine--40 years ago, and failed in their second--to bring the entire Jewish people to that land--Zionist leaders are expected to discuss new goals for the movement. Aryeh Dulzin, outgoing president of the World Zionist Organization’s executive arm, the Jewish Agency, has proposed that the movement concentrate on aiding urban renewal programs in Israel and bringing more young Diaspora Jews to Israel.
