The Washington Summit : Summit Statements Already Prepared

Even before President Reagan and Soviet leader Mikhail S. Gorbachev sit down for their first summit meeting today, high-level aides have drafted joint statements for them to issue on such subjects as the conflicts in Afghanistan and the Persian Gulf.

Rozanne L. Ridgway, assistant secretary of state for European and Canadian affairs, met last week with Alexander A. Bessmertnykh, who is a U.S. affairs specialist with the Soviet Foreign Ministry, to hammer out potential communiques.
