House members voiced displeasure over the Reagan Administration’s failure to keep a 3-year-old pledge to close loopholes in rules covering the handling and disposal of highly toxic chemicals. “We cannot wait any longer for the Environmental Protection Agency to act,” Rep. William F. Clinger Jr. (R-Pa.) told a hearing by the Energy and Commerce subcommittee on transportation, tourism and hazardous materials. He and other lawmakers urged approval of a bill that would require EPA to adopt regulations providing greater control over the movement, storage and destruction of polychlorinated biphenyls, or PCBs. John Moore, assistant EPA administrator for pesticides and toxic substances, said the agency hopes to propose new PCB rules next April.
