Prime Minister Noboru Takeshita of Japan assured leaders of Southeast Asian countries that his nation will not become a military power again, and he unveiled a $2-billion aid package to hasten the region’s economic advancement. Takeshita also said he hopes to further open Japanese markets to members of the Assn. of Southeast Asian Nations, which for years has complained of protectionism by Japan. Takeshita made the statements at a meeting with the leaders of Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand shortly after they adjourned a two-day ASEAN summit in Manila.
