Panama said it will allow three opposition daily newspapers, a weekly and two radio stations closed in July to resume operations. President Eric A. Delvalle said he will elaborate on the order next week. The announcement came a day after Gen. Manuel A. Noriega, the strongman behind the government, said in a speech that his troubles with the United States began when he refused to543712620Adm. John M.
