San Francisco transit fares may have to be increased a nickel to 80 cents and parking rates may need to rise to help eliminate a projected $77-million deficit, city fiscal experts said. But budget analyst Harvey Rose and Controller John Farrell, in a 197-page report, said $57 million can be squeezed from existing programs without seriously harming city services. “The basic thing to remember is that no layoffs are recommended,” Rose said. City supervisors will use the report as a basis for budget hearings starting today.
