Architectural plans for doubling the central library at UC San Diego were approved Friday by the UC Board of Regents, who met in Los Angeles. Gov. George Deukmejian has budgeted $1 million for working drawings for the expansion in his proposed budget to the state Assembly.

The expansion design, which was the subject of controversy among UCSD officials last year, calls for an essentially underground building that will not interfere architecturally with the current modernistic glass-and-cement structure designed by the late William Pereira.

The addition will have a two-story U-shaped design, with the first floor sub-level and the second covered with earth. The new design was drawn up by Gunnar Birkerts of Birmingham, Mich.

Completion of the $37-million addition is estimated for late 1991.
