Striking bus drivers suffered a setback when the San Francisco Labor Council advised sympathetic members of support unions to return to work. The order affects about 275 members of 13 unions who had left the job Saturday in support of 300 striking bus drivers. “This means the toll takers will be back, and ferry service will resume at 6 a.m. (Thursday),” a Golden Gate Transit District official said. The strike has not caused significant problems, because commuters have used carpools.
