Assembly Floor Action:

Homeless: Rejected a bill (AB 1785) by Assemblyman Dan Hauser (D-Arcata) to appropriate $3 million for emergency housing programs in seven counties, including Los Angeles and San Diego. The vote was 46 to 32 in favor of the measure; a two-thirds majority, or 54 votes, was required for passage.

Prisoners: Passed and sent to the Senate on a 47-25 vote a bill (AB 133) by Assemblyman Tom Bates (D-Oakland) to require state prisons to train inmates in basic skills and assist them in obtaining jobs after release.

Senate Floor Action:

Dial-A-Porn: Passed and sent to the Assembly on a 30-0 vote a bill (SB 679) by Sen. Herschel Rosenthal (D-Los Angeles) to require telephone companies to provide a separate prefix for sexually explicit “976” calls so customers can specifically block them out.

Sheriff: Passed and sent to the Assembly on a 28-6 vote a bill (SB 1356) by Sen. William Campbell (R-Hacienda Heights) to establish minimum educational and law experience requirements for candidates who run for the office of sheriff.

Health Insurance: Passed and sent to the Assembly on a 33-0 vote a bill (SB 6) by Sen. Alan Robbins (D-Van Nuys) to create a health insurance program pool to provide coverage for persons who cannot obtain it from other sources for medical reasons.

Driver’s Licenses: Passed and sent to the Assembly on a 31-1 vote a bill (SB 1300) by Sen. William Campbell (R-Hacienda Heights) to require a mandatory jail sentence for anyone convicted of injuring another person while driving with a suspended or revoked driver’s license.

Taxes: Passed and sent to the Assembly on a 24-5 vote a bill (SB 416) by Sen. Quentin L. Kopp (I-San Francisco) to exempt local governmental agencies from paying sales tax on major purchases.
