Fox, 62, the former superintendent of the Yorba Linda School District before retiring in 1984, was first elected to the water district board in 1985. He has been a resident of the city for 22 years.

The water district is an independent special district that provides water and sewer service to more than 45,000 people in parts of the cities of Yorba Linda, Brea, Placentia, Anaheim and parts of unincorporated Orange County.

It is governed by a five-member board of directors who are elected at large by district voters for staggered four-year terms. The president and vice president are elected by their fellow board members and serve for one year.
