16 File for L.B. Council; Smith Alone in 6th District

While 16 residents have filed to run for the City Council this spring, Councilman Clarence Smith will run unopposed for his first full term.

Smith, the council’s lone black member, was elected to an abbreviated term in 1986 to replace the late James Wilson. Smith, who defeated nine candidates in the campaign two years ago, represents the inner-city 6th District.

The only other candidate who has gone unchallenged since 1928 was Ernie Kell during his reelection bid in 1986, according to City Clerk Shelba Powell.

Three other council seats--Districts 2, 4 and 8--have drawn full slates of candidates for the April 12 ballot. The filing deadline for all except District 8 closed Thursday. The District 8 deadline was extended to Tuesday since the incumbent, Edd Tuttle, did not seek reelection.

By Thursday, however, eight people had already taken out nomination papers to run in the vacated Tuttle district, which includes the Bixby Knolls area.

Two candidates have challenged Councilman Wallace W. Edgerton in District 2 and five are challenging Councilman Thomas J. Clark in District 4.

District 2

Incumbent Wallace W. Edgerton, 54, is a stockbroker who occasionally teaches political science and public administration. He has been a councilman since 1975.

Dan Rosenberg, 58, is a part-time teacher. He ran unsuccessfully for the council in 1986.

Scott Starquester, 28, is a Cal State Long Beach student.

District 4

Incumbent Thomas J. Clark, 61, has been a city councilman since 1966 and is an optometrist.

Cliff Armstrong, 54, is a field representative in the engineering and planning department of Rockwell International Corp.

Jack W. Bowen, 58, retired as a lieutenant from the Long Beach Police Department after 24 years.

Joseph H. Farrell, 62, is a retired businessman from jobs which included director of a mortuary and owner of a cocktail lounge. He ran for council in 1978.

Stanley Greer, 64, refused in an interview to give any information about himself.

Charles Vestal, 43, is a computer consultant.

District 8

Joaquin M. Borja, 39, is a employee services manager for the Long Beach Naval Shipyard.

Glenn W. Crout, 46, is a tenants’ rights advocate and a member of the board of directors of the North Long Beach Neighborhood Center.

Michael W. Fisher, 27, is a mortgage broker.

Hursel (Red) Johnson, 82, is retired from a real estate business.

Jeff Kellogg, 34, is a drilling contractor who works in his family business.

William S. Lyon, 56, is retired from his environmental testing laboratory business.

Randall J. Morris, 34, is a data analyst.

Pat Schauer, 46, is owner of a marketing management company and a member of the city Planning Commission.
