Paul C. Hebner, 68, executive vice president and a director of Occidental, has assumed new responsibilities for government affairs in addition to his current responsibilities, which include human resources, employee benefits and real estate matters. Hebner’s duties as secretary will be assumed by Vice President and Assistant Secretary Michael Hammer, 32.
