It was a record seizure by Torrance police: 508 pounds of cocaine aboard a truck bound for the East Coast.

But to the dismay of narcotics officers, capturing the $23-million cargo of illegal drugs hardly put a dent in the amount of cocaine moving through the Los Angeles area.

As he stared at row after row of neatly wrapped packages of cocaine stacked on the table at Torrance police headquarters, one undercover officer remarked that as large as the amount was, it was only enough to supply 231,000 people with a gram each. And he marveled at the amount of cocaine that must be consumed in Southern California--authorities seized a record 30,000 pounds last year.
