Traffic in the Bunker Hill and Civic Center areas of downtown Los Angeles will increase significantly if the Board of Supervisors goes ahead with a plan to build a hotel and office tower on 1st Street as a way to make money for county government, an environmental study concluded.

The 27-story hotel and retail complex, and an adjoining 50-story office tower, would add about 1,040 cars to nearby streets during the busiest evening rush hour, the study said.
