Newport Beach businessman Phillip J. Stevens will be installed as the first Sioux war chief in more than a century in a ceremony Tuesday in St. Francis, S.D. Stevens is leaving his post as president of Ultrasystems, an Irvine engineering and construction firm, so that he can devote his time to a campaign by Sioux tribes to persuade the federal government to pay $3.1 billion in reparations and return 1.3 million acres in South Dakota.
